The ticker is JavaScript based on client-side with design being configured from a CSS file for different parts of the elements: symbols, quotes, background etc.
The data is grabbed from Yahoo Financial section on server side via PHP so the JavaScript content is generated at server side from the data downloaded using HTTP connection from PHP. The data is not updated after the pages loads anymore. Also, the data is not cached, for each page view, new data is downloaded by PHP.
